Description of randomisation and implementation of the intervention for the Stepped Wedge design. There will be an initial four-month period of baseline data collection at hospitals, during which none of the centres will be exposed to the intervention. Subsequently, every four months, one centre will be randomised to the intervention. Four months prior to implementation, the centre will be engaged in a programme of intensive knowledge transfer, followed by one month of transition
